European Union Conducts First Exercise on Mutual Defense Response to Major Hybrid Attack

The European Union conducted its first exercise testing how it would activate its mutual defense clause in response to a major hybrid attack. The classified training exercise was designed to strengthen the effectiveness of the EU's collective defense mechanisms. The drill represents a significant step in the bloc's efforts to prepare for non-conventional security threats that combine military and civilian elements, such as cyberattacks, disinformation campaigns, or coordinated infrastructure disruption. The EU's mutual defense clause, established under Article 42.7 of the Treaty on European Union, allows member states to provide aid and assistance to any country under armed aggression, though it has rarely been invoked since its creation.
