The reservoir was allegedly designed for fire prevention and flood control but failed to meet either function. The structure cannot be used for firefighting because helicopters cannot draw water from it for their tanks, and it provides no flood protection as it was built outside the main water flow. The reservoir also lacks a drainage system, meaning it could not be emptied even if flooding threatened the area. The case involved corrupt payments exchanged in a bag at a mountain hut, highlighting irregularities in the project's approval and construction process. The sentences handed down by Slovak courts were considered unusually light given the scale of the fraud and misuse of public funds involved in the meaningless infrastructure project.
